What your quote is saying is pretty much what I said previously "Ossification requires the presence of bone stem cells to occur". In some circumstances, the 'vascular invasion' (i.e. creation of aberrant blood vessels) can carry these stem cells into other tisues and cause them to ossify - but a it's very uncommon occurrence. It takes a skilled eye to tell the difference between calcified soft tissue and bone.
