It sounds like you're using a heating pad on or near your "numb patch," which isn't safe because you'll miss the accurate "it's overheating!" sensation.
If you want to apply heat, a warm compress that naturally loses heat over time would be safer.
If your ITB is the problem, a little warm compress heat for a few minutes, then gentle stretching, then icing would be my own first go-to.
Icing before stretching isn't recommended. It's fine for afterwards, or any other time you're hurting.
You could also try various OTC warming salves or bio freeze.
