For most of us extension lags well behind flexion. It's definitely more a matter of reducing swelling and relaxing muscles than it is of working at it.
I'm curious to know what your PT recommended.
It's profoundly counterproductive to push or use weights.
Folks do report it's helpful to lay on their tummies with the leg relaxed and partly hanging off the bed, but just for a few minutes, for a gentle stretch.
